If at first you don’t succeed.

One of the guaranteed and most important rights of all taxpayers is the right to appeal. If you disagree with the IRS about the amount of your tax liability or about proposed collection actions you have the right to ask the IRS Appeals Office to review your case.

Additionally, proposed resolution options that are rejected by first level IRS employees can be appealed. Frequently, to have aggressive and innovative resolution options accepted and approved, they must be appealed.
